With an affidavit, any person can act as informant to any crime on behalf of anyone else. I am in the business and have not only done it but seen it done often. Yes, eventually the actual victim would need to be interviewed but not to start the ball rolling. Witnesses report crimes all the time. Sometimes it takes days or weeks to find the victims.
