Suggests to me the following:

RFP's still to be received ......3/6/9/12 months
RFP's to be responded to....Add 1/2 months to respond to
RFP's to be evaluated.....Add 3/4 months
Contracts to be awarded....Add 1/2 months
Contracts to be fulfilled....Pick a number dependent on task

All in all signifies good progress but not real short term revenues. IMVHO.
