It kind of sounds like OH wanted to help and decided to try loaning the BIB to see if it would work. If DRNE was engaged directly, partners would have had time to assess the needs of the search and maybe it would have lasted more than a day. Or maybe they did and underestimated the situation.

What sort of payload would work to find a single man hiding under dense forest over a wide area of rugged terrain? Too bad Argus or anything else we own isn't the mix.

With all due respect, it's a balloon.
I don't know how much specialized training is needed to send up a balloon. The premise of using something simple like a balloon is that it's a balloon which ideally any moron could operate and judging by who's running the show over at DRNE, any moron has.
So, they caught Frein, he seemed to be further away than that area around Tobyhanna State Park that I was thinking of. Just glad the guy's not at large anymore, maybe the kids can go trick or treating tonight.
