Gotcha, with all due respect, the BIB is a sophisticated piece of equipment that only a trained operator should use, IMO. You are talking about high speed winches, switches, valves and Helium under high pressure not to mention the electronic gear and cameras used to do the surveillance.
Maybe the important lesson learned is that a trained operator should be sent to run the equipment if there is to be any hope of success.
One thing we know for sure now is that a tethered stationary balloon is worthless for any logistical surveillance or search and rescue. Unless of course it's a large flat area with no trees or hills.
