It seems to be a partnership and a sales opportunity. Just the sales opportunity is enough to make this a worthwhile investment. Just like buying a candy bar, the profits are what they are. Besides people in Washington are happy to pay whatever price they set on this stuff. It is a win-win, IMHO.
