Patent office does not investigate whether something works. Check out the patents for cold fusion, a bajillion drugs that never worked, or a thousand cures for cancer that don't work.

The FDA and USDA investigate a treatment's operability (or non-effectiveness), not the Patent Office. Patent Office determines if a CLAIMED invention is novel and non-obvious, not whether it works as claimed.
