Yes, passage of the Act, the act received a positive vote from the committee, so I started the clock with this vote. Starting the 60 day clock at full passage of the bill would be ridiculous as the clock would start in the Fall. The Senate wants new draft guidance for the terms to cancel a SPA...at the end of the 60 days...fat chance!
