Pretty sure "acts" and appropriation bills don't work that way, just as laws don't - until the House and Senate vote "yay", and the Prez signs off on it, no "clock" starts, since nothing has actually passed. A committee vote is usually meaningless overall, except when they vote to keep things off the table, of course.
