I think this is all a moot point. If you read the last sentence in the news release:

"The plan had bipartisan support, though some Republicans said that the effort won't pass federal muster."

and therein lies the problem. Colorado is talking about bank coops to keep the money, not banks, as banks they have to meet federal regulations.

"a network of uninsured cooperatives designed to give pot businesses a way to access basic banking services."

So not banks, more like money warehouses, which makes this Cannabis Card a brilliant player, as they won't have to haul all that cash around and can use the convenience of a card.
