I hope we all agree at this point that the Sony blurb stands only for the proposition that the platform is accompanied by Wave's software (as opposed to any notion of compliance with Wave's software).

In my estimation, the odds are about a billion to one that the writer intended to convey "Ver. 1.1b Compliant ... comma ... with Wave Software."
