The very reason most pumps are called shallow well. A check valve installed in the line would(should) prevent lose of prime. Find the right pump and it could work.

Pumping for the fuel storage tanks maybe possible with the hand pump. The tanks I've seen are 10' down and probably 20' to the bottom of the tank. I have know idea on the internal plumbing of the fill system. But I have seen breather pipes, so that might be the way in.
