You cannot exchange the shares. The shares cannot be cleared. What are missing here. The shares must clear through a broker and Finra clearing rules make it too difficult to clear certificates on non reporting stocks.
You cannot mail the certificates to the company and get a check back nor will the company suddenly become a clearing house for 100's of millions of shares. All shares must be cleared prior to exchange or retirement.
Such a notion is not based in reality.
Don't forget a certificate has a unique Cusip. Each Cusip must be accounted for and this is not done in the office of SRGE.
