Skimoor, thanks for posting this white paper. White papers by themselves don't necessarily result in action, but the reality is that there has aleady been action in DoD on the matter of preparing new machines for eventual deployment of TPMs.
In early October I was informed that an update to DoD's Information Assurance Instruction 8500.2 is to be released this quarter and that it's expected to require that TPMs in each new device be 'turned on and ready for use.'
A follow up this month revealed that the wording pertaining to TPMs in 8500.2 is no longer important relative to DoD's security posture. What has happened is that the DoD has effectively gone ahead and adopted the TCG stance that 'TPMs be turned on by default...and we should see (this) happening (now)...without a DoD specific mandate.'
There are two possible consequences for Wave resulting from factory delivery of machines with TPMs turned on and ready for use. First, I believe TPMs in this state will need to be installed with client-side management software, and DoD would likely want this to be uniform. As support for XP ends around mid 2014 the USG should be upgrading to a significant number of new UEFI based machines with Win7 and Win8. If client-side software were to include ESC and WEM, as well as TDM for newly mandated SEDs, then the numbers could be fairly decent over the next 18 to 24 months.
Another possible benefit to Wave of the DoD move to have TPMs readied for use could be additional OEM bundling deals with majors such as HP and Lenovo, assuming they'll want to be competitive with Dell once it's clear TPMs are going to be used in scale.
