There was never evidence that GTE actually allowed funds to short in order for loans. What was discussed, about the whole margins and shorts, in that first paragraph, was again, someone's sentiment on RB. Yes, it may be possible, but who knows. And wrong board to post anyway.
The third paragraph in your posted link, referring to "allowing funds to short the stock" is completely taken out of contex. This was a paragraph that Cramer wrote on The Street, refering SPECIFICALLY TO Charter Communication, NOT Globetel!
