PaulP, hostage situations and terrorism began before 9/11. Agencies other then the DOD need this too.
I think Virtra is good at creating a "package" of technology, while not brand new ideas, they can put together a system that incorporates features that other companies and the DOD are either too lazy or too ignorant to attempt.

We know that the Government is too big and filled with too much red tape to focus on a system that benefits many agencies within itself. Every division and sub-division of the military has their own agenda regarding training. Virtra should have the ability to puzzle together features to cover the need of multiple agencies.

Existing companies tend to be satisfied with the status quo revenue. Emerging companies have the drive to change the market, not copy it.
