That makes sense in some other universe, maybe. But shell owners don't just happen upon shells on Craigslist, like some used mattress full of bedbugs. Shell owners acquire shells with a plan. And that plan always involves promo, among other nefarious steps in the cycle, as Janice clearly laid out.

These guys don't just wake up one morning and say: "Gee, what's missing from my life? An empty shell corp with no real business or customers… I gotta get me one-a-those."
