Isn't it possible that on some of these mostly inactive shells, promoters are inventing propaganda on their own, whether the shell owner knows or cares and creates little dump opportunities?
Like the pumpster contacts the owner and offers his services for some shares and the owner just goes "sure, what the hell"
Lots of lies and pumpities keep happening with no fear it seems daily.
