Maybe OSC found no violations with JBI since only a lawyer in Toronto was asked to assist. If there was something wrong, the OSC would have done their own investigation no matter who's on staff. This ASC investigation could be further attempts by SEC to create problems for JBI..hoping to find some dissent that the ambulance chasers couldn't.... jest speculating
