I have not researched this thoroughly -- I believe I read it in Wired Magazine and elsewhere -- but in many states, a homeowner can lease solar panels and the monthly payment is less than the avoided utility cost. The lessor takes advantage of the various tax credits and has, perhaps, a longer financial view than the homeowner. Whether this only works because of tax credit subsidies, I don't know.
