it just means that the debtors may do whatever is necessary to enact the plan without asking specific permission for each action. Normally, while in bankruptcy, a company must ask the court for permission to (for instance) sell assets or make changes to the structure of the company.

this section means that they no longer have to ask permission for these things, when it applies to actions that are related to fulfilling the plan.

I have a social disorder (although it's not quite full blown Asperger's), and can come across differently than intended...if you're offended by something I've said, I probably didn't mean it with such animosity - please take it with a grain of salt. :)
