Well, I TOTALLY disagree with your assumption. How you derive "the article does not reference CTC or ACCC clearly implies that they will be using conventional materials" is beyond me.

Not only is that a logic stretch of gigantic proportions, but what would you have expected them to say??? Until there is a deal, they aren't going to say "CTC" or "ACCC" - obviously.

And, furthermore, it is hard to imagine that China is going to limit their future to, what will soon be, ancient technology. They have a chance to establish their infrastructure for the next 100 years. You think they are going to use 1960's technology??? No chance in all the world!
