I've seen similar attacks and have been able remove by running MSE while the machine is in safe mode. I've seen one virus prevent operation of any download operation through the web browser so once infected you couldn't download malware and clear the thing...

You might also try turning off addons in your browser if you use IE.
Access through... All Programs/Accessories/System Tools/Internet Explorer (No Add Ons).

The ultimate removal seems to be by recreating the user profile. That is a pain to move all personal data forward. I large thumb drive is of great benefit...
