Could he/she live, @ that age, outside the womb, no.
Could modern medicne take something that young out of the womb & continual the growth, no.

If I mix yeast & flour, put it on the table, is it bread?
How long in the "oven" until it becomes bread?

As my dough rises, can it become bread?, yes.
Is it bread then, no.
When does it become bread,...

I'm sure we can leave the goverment out of this.
