Not at all. CMKX was a gigantic pump and dump, conceived as a scam from the start. Pretty much all of the people involved just moved on from earlier scams, ECNC and PCBM.
As for Scottrade, all brokerages restrict trading in what they consider risky issues. Scottrade restricts more than most. If they don't do that, the SEC could slam them for not warning potential shareholders. In addition, they're concerned about Russian hackers who have, more than once, stolen their clients' identities to trade in dicey Pinks.
