My understanding is that if they slap the ask right now and they cleared out the .01's they could either a) sit on the bid of .01 then or follow it up if someone else went higher bid or they would have to b) wait until someone else slapped the next ask so that the new latest transaction is at the ask now allowing them to slap the ask once again.
