I don't think the 10,000,000 shares means anything to be honest. Why? Because this same exact thing happened around .014 - .015, everyone got excited that something was going on. Bid and ask had a nice gap and they made a big transaction exactly like they did today. You can see how the stock has done since.

I think that transaction of 10,000,000 today is just a movement of shares...imo.
