I have an even worst example.

First the staff and the ALJ decided that "code" means "spreading code".

Then they decided that "spreading code" means "expanding bandwidth" and therefore "code" means "expanding bandwidth" so the patent has to do with "expanding bandwidth". I do not how they would define "short code". A short "expanding bandwidth"?
