don't-snow-me: Your theory has merit but knowing how 'everybody' (multiple agencies , w/ lenghty review processes) in this modern world that is in a position of authority wants to get in on the action (to create a job for themselves) , I'd give odds that the approval process on these projects (no matter how 'cookie-cutter' it is) would take some time to get thru (and some public disclosure as per likely requirements) ------ in many regions (I know we're talking about S.C. here) , a project like this might well take a few years and a multitude of hearings to get approved.
Thx. for helping me beat this bush and yes; I did see your earlier post on this approach --- thats what got me thinking in these terms. Guess we'll just have to keep comparing notes till we get something. Regards.
