I've been looking at building permits also, but isn't it possible that it might go into an existing facility if it's ready, or if not, by adding an addition or something similar?

Wouldn't the environmental permits be a better way to search?

Did you find a website for permits for Williamsburg? The main county site sucks, and I can't find anything else.
