One reason is that the lawyers know the management on both sides are negotiating. The lawyers are not the ones who actually do the deal making, so they have to run the legal maneuvers on public record while the managers do the real work, and they tell the lawyers what to write.

One thing is for certain, many people will be working long long hours again this weekend.
