Dividend distribution DOES NOT have anything to do with the NASDAQ or OTCBB either.

As far as I know the oversight for pinksheet stocks resides with Nasdaq and they are responsible for the regulation of cash and stock distributions. Do you think that Nasdaq has no desire to regulate the transfer of stock from one company to another, and then on to shareholders?

Do you have some proof to back that statement up? A link to aa SEC regulation or a NASD notice maybe....
