IF we no longer have a TA how are buys and sells still going through?

If we still have a TA then I guess it doesn't matter then huh?

or

"Assuming" we do not have a TA and all these buys/sells are happening will/could/should trading be halted and everything that has gone through cancelled and reversed ala our JV partners?
