I know of a company that sold a plant like this with special processes and catalysts to a company in China.

They only ever sold One plant.
But there are about 500 such plants using the technology in China.

Once you build the first plant ... in most countries ... the processes become available under the Freedom of Information acts when you search the environmental records.
I have done it in the past to determine if someone was stealing a clients "secret formula".
