Yes they can. Absent of any verification from the company the best explanation of recent activity is that they have been doing a buy back. It is very typical for the pps to have little or no movement during this period.

If they have bought back as many shares as the volume indicates when this gets back to regular trading, and the buy back has been PRed this is going to have a great run. And, IMO it will hold it's gains because the outstanding shares and the float have been greatly reduced.
