CC, you may have noticed I didn't put the without a permit in quotes. Nope, I didn't lie.

I took this paart of the statement to mean they could begin production without a permit. "Fortunately, due to Georgia’s permitting process being reliant on the sale of minerals rather than the production of them, we can begin production immediately and concurrently with the permitting process, thus eliminating any unnecessary delays."

How do others interpret this sentence?
