The first clause of your sentence does not logically follow the second.
WAVE was largely responsible for writing the TCPA specs. Without HP and WAVE there would have been NO TCPA. Therefore I'm not sure how one can logically say that WAVE "did not have much of a role...".
Procedural factors(eg voting) primarily motivated the change to TCG. Much of the tech foundation of TCG derives directly form TCPA.
I don't think we really disagree, but, hey, my compulsive self hard to reply to that first line.
