Oilspec - I am curious to know who wrote the R/S letter, the english seem to proper compared to that typical interlaced NWOG PR english, just makes you wonder doesn't it?

Also which name stamp are they using or do they have more than one name stamp for Maly's signature? The letter signature sure looks like a copy and paste of an already existing signature.

After looking at it and magnifying the letter pdf to 200% and getting into some forensics I am still not convinced of the legitimacy of it.

The signature from the R/S letter is cut on the bottom.

Even if the letter was real, this looks more like an internally approved letter that ended being sent out by mistake without being evaluated properly. Who knows? IMO
