Yes and they are being encouraged to arb their common shares in exhange for the PDRs, that carry a so-called company "guarantee" which makes them a forward investment contract.

The idea that this Finegan idiot has had anything to do with the securities industry is scary at best. It's no wonder he was relegated to selling cheap housing in the sub-prime mortgage sector
