I think it may have to do with the fact they are currently undergoing a merger/jv with this as of yet unofficially named hong kong partner.

Also, I'm not sure if "promoting" their company to flipping penny traders is one of their top priorities at the moment.

It seems they are making enough revenues to survive, and apparently grow, as is evidenced by the completion of the fiber optic buildout. "Selling shares" to the investing public doesn't seem to be their current mission, so apparently they are not in "pump mode".
