Yes I believe there was government involvement in promotion and dealing.

Perhaps they were regarding the hallucinogens such as LSD etc in the 60's since they wanted to study the mind altering side effects. I went to NYU in the early 1970s down in the village and drugs were readily available including pot, coke and my all time favorite 'ludes. The latter drugs were neither mind altering nor addictive and the latter 2 were prescribed meds. I would be careful with saying the government promoted those drugs.

Mind you I had no experience with hallucinogens since I really wasn't interested but I read a lot about them.
