Still, government involvement in distribution and promotion can't be ruled out.

I didn't do drugs back then - pulmonary issues ruled out smoking pot, and I wasn't interested in the rest of the stuff because I knew people who were really in trouble with some of it. I got involved with a low level "spook" that wanted out and couldn't get out though....

We moved from Milwaukee to D.C. in the early '70s.

Yes I believe there was government involvement in promotion and dealing.
