Apparently the answer is sort of.

Cost-effectiveness evaluation is not routinely part of the EMA drug approval process, but according to their website, the EMA has been working closely with Health Technology Assessment bodies (HTABs) [39], especially in those member states that have such agencies in place.

According to a study that compared the EMA’s decisions with those of a state member’s HTABs, overall agreement was found; still, the EMA did not carry out any pharmaco-economic assessments
