The EMA is not concerned with the "cost", but with the feasibility. The # of MRIs per capita is lower in the EU (in some countries, several times lower) compared to the US, so access is poor. Drug therapies reliant on them would be deeply problematic, and for wide-spread conditions like AD it is a nonstarter.

Incidentally, same is true in Australia, UK, and Canada. Only Japan has higher MRI machine access than US.
Infusion facilities is less of a disparity.
