I believe that to be the plan SA, coupled with an effort to expose Harry and threaten more damage if he does not quickly, and willingly sign himself out of ENZC ASAP.

Chandra keeps saying, off the record, there's enough there to incarcerate Harry. I hope he's right. Double-Whammies move faster than Single-Whammies, just to put a technical term to it.
