Someone claimed, without citing any law to back it up, that NWBO had to use a word like ‘plans’ instead of ‘Will’ for a step that is 100% within their control.

In reality credibility benefits of making a clear commitment far outweigh any drawbacks because they cannot get in trouble for making a clear promise but only for failing to keep it after making it. Thus they must believe there is a real chance they would fail to update us. There is no other logical explanation unless one wants to argue that they do not appreciate the credibility hit they took on October 13th or perhaps they are incapable of being straight with us.
