What we know for sure is that he has modulators coming back from foundries that were next put through rigorous ALT (accelerated life testing) and these results have been presented in early October at ECOC.

Foundries don't make prototypes but rather Lightwave first makes the prototypes and then has them replicated in foundries by utilizing the PDK's to make the modulators. Anyone who says otherwise is fabricating stories.

Seems to me that is enough to indicate there are working PDK's in two foundries since he indicated these were coming from foundries (plural).

I don't believer Lebby wants to give out any information about how many foundries have working PDK's and for the reason that he wants a jump start on the entire polymer industry ahead of any upcoming competitors.
