i have already answered that question contextually
in pretty much every single post in this thread.

spelling it out in small words,
for crisp clarity:

if a broker/dealer is "making a market" in a ticker on an exchange,
having filed a 211 for the ticker,
and formally adhering to the exchange's regulations and requirements,
then the broker/dealer is performing the role of a "market maker"
and should be referred to as a "market maker."

if a broker/dealer has not filed a 211 in a ticker,
is not trading the ticker within an exchange's regulation structure,
rather simply trading their own personal inventory as a "dealer"
or trading on behalf of clients as a "broker,"
then the broker/dealer should be referred to as a "broker/dealer."
*not* as a "market maker."

simple question for you:
in which capacity are the broker/dealers currently trading MIKP
performing the trades we see posted each day?

hint: you've already stated the answer, yourself, prior.
