Numbers wise, it sounds quite a Vanila topping RD the way you suggested, but unfortunately, we cannot do that way... This is because substantial control in the WM firm should be owned by licensed members governed by regulatory.

This means the regulatory governed staff should own 51% in the WM arm and the rest could be non-regulatory...
