TiO2 and ZnO are common fillers in paper too. There were patents that described TiO2 as a photoconductor, hence useful in image receiving layers in xerography. TiO2 was all over the planet.

Many decades ago, an application for patent containing claims to an image receiving paper sheet containing TiO2 was rejected by the PTO as lacking novelty under 35 USC 102. The case was settled in District Court; the case was remanded to the PTO, and the application claims were amended to recite that the sheet also comprised an electrostatic charge on top of the photo-conductive image-receiving layer. That paper sheet was new.

If carcinogenic, TiO2 could cause cancer if ingested in small quantities daily for a substantial period of time. That may be the nub of the issue Nestle is facing in UK.

What would the FDA Commissioner, a cardiologist, do if presented with a petition to ban/withdraw approval of the 2 gVs that also contain TiO2?
