and I am open to suggestion on how SHMN could sell shares on the open market by doing a r/s....

Please do elaborate on how this would/ could be legal in SHMN's case.

1000 to one RS at 0.0016 will equal a share price of a $1.6 with 1,575.576 OS

They would only need to sell 6,250,000 to 15,000,000 shares to raise 10 million.(depending where the stock would settle after a RS).
